Even if that were the case, lots of games allow you to skip the cutscene if the loading finishes first, there doesn’t seem to be any evidence of that being present in Watch Dogs 2. Regarding Destiny 1, Bungie later added skippable cutscenes in the Taken King. Destiny 2 also has skippable cutscenes.
